So to answer the question about what system I've run "So You Want to Be A Vault Dweller" in.
Firstly, the first time I sat down to a Tabletop RPG Fallout game was for my friend Shawn's long term campaign called "Vault 13" which he used D20 Modern as the system. Apparently, there's "post-apocalyptic" supplements for it. (At the time, we were playing a lot of D&D 3.5 so d20 modern was comfortable to us. So if your group is big on Pathfinder, you may want to look into it.)
Later, there was another attempt at a long term campaign by my friend Mark using a Savage Worlds setting called "Darwin's World" which I believe started out as a Savaged Fallout but he scrubbed off the serial numbers so he could publish and sell it in that "50 Shades of Grey but actually good" kind of way.
I agree with Tyler whole-heartedly that when Deadlands first came out it really struck me as something special and I'm very happy the setting has continued. The idea of using Hell On Earth as a template for Fallout is pretty cool.
Now to answer the confusion about the system I used for my game...
For Gateway 2011, I ran it with DMSam in GURPS. Because back in the day (when the shit was real) Fallout was planned as a GURPS computer game. They played a lot of GURPS at Interplay at the time apparently. However, when they approached Steve Jackson Games with the idea, Steve didn't go for it. (Grumpy puss that he is.) So that's when they came up with the SPECIAL system and kept going. (Thank goodness.)
So for the sake of... I don't know "tradition" or something. The first time I ran it, it was run in GURPS.
However, this year, at Dragon*Con 2012 (same weekend as Gateway) I ran "...Vault Dweller" with Kertain in Savage Worlds.
I have to say that between Savage Worlds and GURPS? Fallout works better when Savaged then when... GURPSed?
