Ok, I kinda sorta get the idea of how to make powers, my problem is that the powers I need to make need to be watered down in such a way that the players can build onto them later. See, my premise is that each player will make a plain human. I will make a list of 19 powers. During the first few sessions at various points I will point to someone and make them roll 2d10 and I will then pull the resulting power out of the stack of premade index cards(sealed in envelopes), and walk them outside where I will do a quick "discovery of ability" scene. Its then up to them to determine how to bring that up to the group.
What I want is very minor abilities. Either they get incredibly strong and very invulnerable but they can't control the strength and the invulnerability reflects itself in an inability to feel anything tactiley or something similar. I just don't know the system well enough to build this. Also, I want to talk to my players after every session and let them "learn" another trick with their ability that I can then build into the power or take some of the restrictions away.
I really need help. A Skype call/Google Hangout/Something would be very very nice. Any volunteers?

These are the powers I'm currently looking at building for this game:
1.Teleporter(I can probably take the power straight from the book, but I need to know how to gimp it) 2. Brick(same) 3. Energy Manipulator 4. Flight/Super Hearing 5. Enhanced Human(standard human that's just well trained like a SEAL or Batman) 6. Speedster 7. Super Genius/Gadgeteer 8. Temperature Manipulator 9. Ice creation and manipulation. 10. Fire creation and manipulation 11. Telepath/Telekinetic 12. Super enhanced senses 13. Density Manipulator 14. Peter Petrelli(I like the idea of someone with a library of powers that can only use one at a time) 15. Elasticity 16. Invisibility/Insubstantiality 17. Shapeshifting 18. Bone Manipulation/Regeneration 19. Molecular Manipulation 20. Multiple Man 21. Healer 22. Puppet 23. Size changer
I also want there to be a decent chance that one or more of the party could just be... human. Keep in mind I only need 19 powers, or bare minimum, 10. And if I put "vanilla human" and enhanced human in there I only need like 8. So, yeah. Please help? I am having such a hard time with this.

Hey SirGuido, how did creating your powers work for you? I'm also struggling with making powers. trying to create 4/5 pregens for a one shot that i can keep on the back burner for my gaming group. (currently playing Song of fire and ice in the warhammer fantasy realm)
Anyways i have no one around that has played or even set eyes on WT before, i currently have the 2nd edition essentials book. and attempting to break down their current characters in the book is very daunting there is so much information... it's over whelming, i don't want to give up this system because it sounds like it can be so much fun.

It ended up pretty easy once I had a chance to look at some other builds online(just google search it). Once I realized that the powers were meant as a loose representation instead of an all out recipe book it became easier.
