I am looking to run a one shot Cthulhu game, but I want/need something akin to AW for this. I also need it yesterday. I have heard of Tremulus, but cannot locate it. Are there any other hacks or systems which will work well to yield slow-building horror and sanity loss?

tremulus is the only Apocalypse World-based Cthulhu themed hack I am aware of, but that doesn't mean there isn't one out there. There is a CthulhuTech hack available, but that's probably not what you're looking for.
Out of curiosity, why do you have to/want to use AW for this?

I am going to run Dockside Dogs, which is Resevoire Dogs meets The King in Yellow. The World games seem to be the best fit for how the scenario unfolds. Cthulhu Dark could work. FATE will not. Is Tremulus not yet available to the mundanes (non-kickstarter people)?

I'm pretty sure that tremulus is not available to the general public yet. If it is, I'll be kind of pissed, as I'm a KS backer yet still haven't received my stuff.
I know you're moving on to DTC, but I'm curious why you thought an AW-based game would be such a good fit for your game idea.

AW would work well due to the scenario's format. Player Agency, relationships to one another as well as the NPCs and environment(s)...they are all key. Exacting die rolls do not hold sway, and in truth, are only really needed for one combat scenario and some sanity choke points.

Hmm... do you think you could be more specific? As much as I love the Powered by the Apocalypse family of games, they don't hold the monopoly on player agency or character relationships. I'm not trying to be a combative douche here (though I occasionally come off that way) but I don't see anything here that would cause you to use Apocalypse World over another system. Except preference, of course.
By the way, as you've moved away from using AW, don't feel as if you must answer this question. I'm just really curious what it was about AW that made you initially say "Ooh! AW would be perfect for this."
