This was often the kick in the head we encountered trying to get into 4e. The idea you might play a character with shitty combat skills seemed to break the rules or not even really be obtainable with them. It's actually pretty easy. There are a number of Leader classes that are able to go the "lazy" route and instead of doing things themselves, "cheer" on their party members and allow them to do things. Or even just the Pacifist Healer build for Clerics with the RP and "tactical" choices to back it up and you'll never swing a weapon.
