Its a beautiful topic thought...
I think Magic in any non atypical game (like Mage... where you know everyone is a Mage so it doesnt count... and magic fucks you up just as you fuck up reality... and also Technocracy motherfucker, do you know it?) is eventually overpowered...
Because THAT is the point.
I realise balance can potentially be important because noone wants to be Batmans sidekick when they could also be Batman but the whole issue is that while Mad Kings with Evil Unstoppable Armies were always a powerful villain, the Mad WIZARD King was always way more dangerous regardless of having an army or not...
The whole promise in heroic (and non heroic) fantasy is that while 'anybody' can become a sword fighter and 'anyone' nimble enough can become a rogue, it takes a special someone to become a wizard.
Bottom line, I expect an Epic level Fighter too be tough as nails but I really dont expect him to be able to beat an Epic level Wizard... and this is not just system specific, it is universal or at least its how I view things...
On the other hand, outside Eberron and Dark Sun campaign settings, I do think magic is handled wrongly. Given that magic is pretty much infinite (in most settings) and does not have an inherent cost with a serious impact (i.e. sacrifice years of life to cast spells) one wonders... why is there hunger? why is there famine and drought? Cant wizards just spend a few days casting Create food, create awesome feast, create endless water and solve all those problems? Why the hell is there an Anauroch desert in Forgotten Realms when there are whole magocratic nations around?
Even in World of Darkness, you can have super powerful werewolves and vampires and wraiths... but a Mage that has actually PREPARED himself is unmatched on the same (or even higher) power level... cause Magic BREAKS reality.
Science plays a role off course... but it reminds me of thoughts I had while watching/reading Harry Potter... why didnt they pull guns and shoot them friggin bad guys instead of toying around with them with wands... even with the whole 'control someone curse' you can only go so far until someone plants a dirty bomb in Hogwarts and brings the whole thing down...

Didn't Sir Guido run a con game along those lines? My con game was based on the concept that after the Battle of Hogwarts the remaining Death Eaters split from the UK and resettled all around the world(kinda like the Nazis). One such Death Eater settled in the American south and began his anti-muggle business again. He was taken out by the US magical version of the FBI but his followers again scattered. One landed in Cincinnati, OH and started putting together his own group and killing muggles. A task force was put together of magical FBI agents from around the US and tasked with tracking him down and taking him out. Although, now that you mention it, that would be a fun con game to run. Special Forces v Wizards. Though, honestly I bet Protego trumps a 9mm.

The Jedi Order died to Order 66 executed by a bunch of useless clones... dont see why 'wizards' wouldnt be much easier prey without divination/sense danger style abilities...
