Magical World of Harry Potter

Ok, so I've been thinking of running a new game in my area. A LOT of people around here LOVED my Harry Potter Fate Accelerated game. So I thought why not branch that into Fate Core? Here's the thing though, I want to do chargen sort of Traveller-like and include Hogwarts.
Here's my idea:
Have everyone make their character in FAE and then do some dice rolling through the 7 years of Hogwarts. Year one they get the basics Transfiguration, Defence Against the Dark Arts, Charms, Potions, Astronomy, History of Magic, and Herbology at Mediocre plus Flying or Magical Theory as extra curriculars. At year three they can add two electives from Arithmancy, Ancient Runes, Divination, Care of Magical Creatures, and Muggle Studies also at Mediocre. At year 5 they make some rolls to take their OWLs. Any OWLs they get a pass in the skill goes to Average. If they pass with 2 shifts I'll let them bump to Fair. At year 7 they do NEWTs. if they pass NEWTs that skill goes to Good(Possibly Great with 2 shifts). During the years where no testing is taking place they will roll on Traveller like charts for events that happen during school. These events may give them other skills, but more importantly will give them background aspects.
From there I will do 2 year aging cycles with Magical World jobs like Ministry, Teaching, Shop Owners, etc. Again like in Traveller where they gain skills based on rolls they make. In addition to this I was thinking I might give them options to choose paths in school and pick up one or two other skills that are not school related. Like Physique and such.
