Ok, so I'm starting up a new supers campaign using Wild Talents. I'm kinda sorta stealing the idea from Progenitor of super powers being contagious. I'm altering it though so its only contagious to a certain percent of the population. So, eventually everyone who is susceptible to the contagion will get it and mutate. I've determined that the mutation was perpetrated by an alien virus. I haven't decided yet though, how the alien virus was first released or who is behind it. My players mentioned they didn't really want to do anything huge an epic on this game, more something kinda street level. More city oriented. The problem I'm having is coming up with a decent meta plot for the campaign. Should I create a local villain and have them butt heads with that guy? Maybe someone creating a sort of evil league of evil who just wreaks havoc on the city? I'm so torn on what to do. Ideas?

Are they making street level characters as well?
Are they making Punisher, Daredevil, and Batman; or Superman, Phoenix, and Green Lantern?

Are they making street level characters as well? Are they making Punisher, Daredevil, and Batman; or Superman, Phoenix, and Green Lantern? They're making regular joes. I'm making the powers and they will manifest randomly as we play. As they are exposed to the "virus".

I'm pretty sure I don't want the aliens to actually show up, I was thinking more along the lines that someone found a meteor or something and this virus was within it. They and their lab crew perhaps were exposed creating the first supers. Then they went out into the world using their powers and infecting others. So maybe the main villain is the virus itself? I like the idea that its killing them though. So perhaps that's the background plot train that's chugging along unless the party tries to prevent it, like a Independence Day type scenario. Perhaps, unbeknownst to them, this virus is something that an alien race sends out to depopulate a planet before they inhabit it. Only with humans they didn't anticipate how it would react to their biology and wham... superheroes. Hmm maybe the main NPC could be a middle of the road guy who's looking to conquer the virus and depending on which way the party goes he could be their ally or their nemesis.

THUNDER Agents did that Power With a Cost thing as well...
If you're doing street level characters, send them up against normal crime (at least for a while). Work them up to Kingpins or Blockbusters (Nightwing version, mostly)

I think my favorite super-origin story came from the Wild Card series. Aliens released a virus on Earth as an experiment. This virus (dubbed the Wild Card virus) had a 90% fatality rate, and the surviving 10% were either transformed into gruesome, sometimes horrific Jokers or - a very small percent - were transformed into Aces, with incredible super powers.
A pretty good series for a while, but it kinda went downhill in the later books. If I ever decided to run a Supers game though, I'd definitely use this universe.

I mulled this over last night and I made a decision. I did some research and found a meteor impact crater in Siberia that's only partially visible. Decided that there was a multinational research team put together to investigate it and they unearth the meteor laced with the virus. Some shit goes down and an international incident happens which stirs some talks of retaliation. Then the supers start popping up for a few weeks then my game starts.

It is from a racist KKK like organization that put aside their racism to focus on the new "threat".

Its funny that you mention that because today I was writing up a timeline of events before the campaign starts and came up with this exact idea. I'll post my timeline when I'm done typing it up.

I feel like the larger-scale stuff would be better off, at least in the beginning, as sort of a broad-strokes "reason" for the stuff the small-to-mid level guys do. Oh, war in Whateverstan? Yeah, that's why these guys are all agitated, turns out we sold the other guys all those guns.
