So there is a party of murder hobos and the players begin to behave badly, they become arsonists they stab the king.
JiB says, there should be ramifications.
As a GM/human you can gauge that any ramification will be met with combat.
It was mentioned, if someone intentionally starts a fire in a walled city, or on the docks the whole place could go up, the players are looking at a capitol offense. The same thing with trying to murder a noble.
Your campaign can get real short if the PCs get executed in the second session. As a GM I think it is a good idea to set that stuff up in advance, but some times that does not happen. Further, the idea of "Well, you burned down the last ship, so no one will take you on a ship anymore seems like a thin and most likely ineffective deterrent.
I think it would be an interesting discussion to explore how player characters experience ramifications directly from the GM..

I'm okay with it being real short. You stab the king, they kill you. Players learn real quick with actual consequences.
