my Saturday GM, Weekly William was going to cram the 7th consecutive fallout homebrew campaign he ran since 2010 until one of the other players at the table bought him a copy of the tropicana setting and said "you should run that."
the issue is, i need explanations of what the setting is about, what themes it involves, which character types or character options (like edges or skills) would be appropriate, the time frame, where it slides on the fantasy versus reality scale, whether arcane backgrounds exist, how badly a non native character can affect things, and how one can be a reasonable special snowflake in a group of potential murderhobos without heavily detracting from the feel of the setting. as well as what character types or character options are not appropriate.

These are all things your GM and group need to outline together. Do a session 0 with the Fear the Boot group template, if your GM isn't familiar with it I think you need to introduce it.

the Description is too Vague and i lack a means to procure the PDF. i was hoping somebody familiar with the setting would describe it better, because the fallout games were nothing like the campaigns.

Based just off the Drive Thru page, I would guess that this is a giant mash up of Miami Vice, Thunder in Paradise and other similar '80s and early '90s shows.

I've heard it does "burn notice" really well as well. SO I'd watch that show to get ideas.

i was Considering some of the Following Character Concepts for myself
The First Character concept is an Extremely Cautious Japanese Pop Celebrity who came to San Jose as part of a Performance Tour to start spreading her own reputation and selling some more albums. her Stage Name is Ninfu and she is a bit cautious due to the rumors of the drug trade, so she carries some protection in the form of a Kevlar Vest and a Glock having formerly grown up on the Streets of Shinjuku before she became an Idol and started traveling
The Second Character Concept i had Was a Brawny Latino Fireman Whom Ended up becoming an Enforcer for a Drug Cartel to pay off a debt and hopefully earn back the freedom of his wife and 2 daughters. not a completely bad guy, he just does what he is told because he is desperate. he enforces with his fireman's hatchet and wears an issued flak jacket. has a Soft Spot for Women and Children. Goes by the name Miguel Cortez.
the third character concept i was considering was an Italian Gumshoe who was relocated to San Jose to restart her career after she screwed up so badly back home and kind of revealed that the prime minister was taking bribes from the Mafia. she works with the Police and goes by the Name Elena. she has some police issued weaponry, but nothing excessively powerful.
i will probably develop more character concepts later. but here are some basic ones.

the 4-12 list has been Eliminated due to the sheer number of redundant characters or characters stolen from friends.
changes will happen to update the current characters.

why should i make the Pop Star and the Gumshoe Separate Characters? what if the Japanese Popstar was learning to take a secondary role as a Gumshoe and branch herself out investigating crimes as preparation for after her idol career ends because she knows fame isn't permanent?

The Pop star concept seems to be shoe horned into the setting a bit. Honestly what would the reason for her to interact with the storyline be? If you can make it work cool, but if her goal is the spread popularity, unless the game is about gaining political control, it might not make much sense. If it is more a street level campaign dealing with the seedy underbelly, then the other two concepts seem like they would fit much better. Honestly I would suggest talking with the GM and the other players to see what concepts are coming out with the team. Choose the concept that fits well with the storyline the GM is going for as well as a concept that fits well with the rest of the group.

The importance of a session 0 for character building and for the GM to explain the setting cannot be overstated. Sit down with your group and GM to talk these things out.

A list of characters can be found here: en.wikipedia.org/wiki/List_of_Burn_Notice_characters Peruse some and see if any backstories get the creative juices flowing.
