Help Building a Dependent

Hi all,
I am retiring my first character as she is now the overlord of one town, and we would rather not play Logistics Simulator 2018 during the few times a month we get to play. However, that is not important to my question.
For my new character I want him to have a dependent; namely, his sister, Mursi. However, his sister has a few... issues.... Usually at least once a week (Roll of (6 + the number of days since the last "incident") or less, roll nightly), at sunset, she becomes slightly vampiric, meaning that she thirsts for sapient blood. This also causes her to have quite a few problematic disadvantages, including: a -4 to the IQ, berserk (battle rage, resists rarely [or always on]), bestial, and uncontrollable appetite (Resists rarely [or always on]). Now, Mursi doesn't gain anything from drinking blood (other than blood-born diseases and usually excessive vomiting after an episode); however, I am thinking of also giving her some supernatural features and possibly fangs (this being the only physical change). These abilities are all under a "divine curse" disad.
The story reason behind why she is like this is that while my character was off merc-ing it up, a cult of either a demon or evil god ransacked his hometown, killing most, and imprisoning the rest (mostly the young women, because they read the Cultist's Hand-Guide to Cliche Evil), including my character's sister. The cultist were going to use one of the prisoners as a vessel for their "benefactor;" but the ritual was complicated and not everyone would be strong enough to host it (which is why they captured as many as they did). They were in the middle of the ritual using my character's sister as the host, when my character showed up (he is the most combat-monkey character I have ever made, having 19 ST and being able to out put an average of 15 cutting damage and 12 imp BEFORE modifiers, so him being able to survive is not that outlandish. Plus quite heavy armor meaning most cultists wouldn't be able to hurt him), and put a stop to that nonsense, with extreme prejudice. However, the ritual was partly complete, and so the bit of demon soul that Mursi has causes the above problems.
I am wondering how best to build Mursi. Right now I have given her the full disads with a -40% accessibility modifier on them for "only during Divine Curse." I got the -40% from the comparison of "only one side of split personality." However, reading some stuff on the SJF (all super old so I didn't want to reply there), it seems that people usually build something like this as either an enemy (Evil Twin), or as a Disadvantageous Alternate Form (from GURPS Horror). Another option IS split personality, however I don't like that the two personalities need to cost the same.
The biggest issue that I have with all of the above is that they don't give many points; especially Disadvantageous Alternate Form, which is only 10 at base multiplied by a frequency modifier, which in this case would either be Common or Occasional. This would give a maximum of 20 points; 28 points less than JUST the penalty to IQ. Evil Twin suffers from a complicated Frequency of appearance, but most likely I would assign it either quite often or fairly often (assuming that each adventure would cover multiple days). I would assume that even though the demon soul fragment doesn't particularly care about directly harming Mursi, the fact that she would likely be targeted by survivors and their families would give it the "hunted" cost. This means that it would give a maximum of 40 points. Better, but still nowhere near as many as having the disads separately with an accessibility limitation.
Either DAF or ET would give me more freedom to make the crazy Mursi (Dark Mursi) more capable (though that is not how I originally pictured it being); but there is still a very big cost discrepancy. I might be able to make split personality work, but it will be tricky balancing out. Suggestions? Am I being too much of a min-maxer?
