Mutants & Masterminds NPCs Help!

Hello again all!
I hope I can put this here. I am in need of some help in creating some NPCs for a game I am planning.
I have a villain that I have come up with and he's got some goons. They all have a device giving them powers. Like the villain has a talisman that gives him powers like Captain America, Black Panther, and Moon Knight.
He basically a Pharaoh of Egypt that was given the talisman from an alien and it's prolonged his life and given him powers. He doesn't know it was an alien and married her. So basically he think that he's blessed by the gods, but it's intact an AI talking to him. I have him coming into my campaign because I am setting up a museum scene where his wife's body is on display as a mummy. He of course wants it back. So that he can try and bring her back to life. Also he has these protectors or the goons I mentioned earlier. More babysitters than anything. They are there to protect them from any harm. They are part of an ancient order set up by his wife so that the talisman doesn't fall into human hands. The protectors aren't the original members they have been trained by their predecessors to take over. That has been going on for centuries.
Enough background, unless more is needed.
The talisman gives him powers, like I mentioned. But his protectors also have a weapon based on Egyptian weapons. Similar idea to the talisman only not as powerful. I am thinking there are seven of them. Basically there is one weapon per protector. Bow, sling, throwing sticks, axe, spear, sword, and shield. Each one has a kind of specialty.
Bow: Shoots "magic arrows" but are really just laser blasts.
Sling: Throws balls of fire. Very similar to the bow.
Throwing Sticks: They're wielded as a pair. As long as the wielder holds one he can command the other to return to him.
Axe: Can shatter things. Using micro vibrations and unleashing them in wave.
Spear: Can shorten or lengthen in size a few feet. It seems like it's diamond tipped. So able to pierce things easily.
Sword: Or Khopesh. It strikes with the sound of thunder and a flash of lightning. It shocks people with a loud bang.
Shield: It fits on an arm and folds and unfolds. And absorbs and repulses energy.
So with the weapons, they also have things like enhanced strength, speed, endurance, and some other things to go with the weapons. Like the sword wielder would have more close combat ability then the Bow wielder. I am just trying to figure out the best way of representing this in game. Is it building it as a device because I want it to be removable? I do have Hero Lab with all the files for creating characters. Just need help in how to build them.
