So in the upcoming pathfinder game I am running I want to bring the characters over to the Mongoose Traveller system. But I am having a hard time converting over the stats. I have come up with a system based on averages. Now if the average stat score in pathfinder is 10, while the best average stat score for Traveller is about 7. now I do a two to one exchange , rounding down. ie: str 18 in pathfinder is a str 11 in Traveller. My question is this a valid exchange rate for stats? or has anyone come up with a better system? I would love any thoughts on this.

I've only converted Mongoose Traveller characters to Savage Worlds. I have not interacted with Pathfinder. With that said:
I tried googling for T20 to Mongoose Traveller conversion or T20 to Classic Traveller conversion but didn't find anything. Maybe you'll have better luck. (T20 is the d20 version of it.)
There's no hard upper limits which makes this kind of non-trivial. Also we're dealing with aliens and races which means that the peaks are all over the place.
However, 15 in the Mongoose Traveller is the peak of human fitness. I would likely do something similar to what you did, like multiply the Pathfinder stats by some numerical factor.
I would use 15 divided by the number in Pathfinder that represents the peak of human fitness as my conversion factor. Therefore if 20 is the peak of human fitness, you could call it 0.75 (15/20). Then you could take that and multiply it by the Pathfinder stat to get what you want.
Round to fit the feel of your game.
However, with this method you're scaling everything to *human* norms.

I am trying to keep everything at a norm, thus why scaling it to human. also this will be the first time playing in the Traveller system so I would like to keep everything as simple as possible. I am just trying for a direct conversion as the advancement methods are different. this campaign will end in the Traveller system so advancement shouldn't be an issue.

A 2-to-1 draw down sounds roughly okay, but I would watch your die modifiers to make sure they somewhat line up.
It would stink if someone had a 0 DM in d20 but ended up with a -1 in Traveller (not sure if this would happen, since I don't have the breakdown in front of me).
But I think comparing the DMs would be a good safety check.

What I would do - assuming Gurps has a fairly linear progression of DM to stats -
Grab the DM for the highest stat your players have in D20 (lets assume it's a 18 for +4)
Then I would find the ability score that correlates to that DM in GURPS. So say that a 14 in GURPS has a +4 (totally pulling this out of my ass).
Then I would divide the GURPS score by 18. This is the number of GURPS stat points that each point in the D20 system is worth.
Then just multiplying each D20 stat with this number will give you the GURPs stat.
So in my example 14/18 = .778 - now multiply each players stats by this number to get their equivalent GURPS stat.
As long as the GURPS progression modifiers for stats is linear then you should be good to go.
