Dueling can be used to solve a myriad of issues as long as all parties involved agree. Refusing a duel is possible, but if I remember correctly, will result in the loss of at least a rank of honor. I assumed it would include a loss of honour in most cases but thought there would be ways for them to honourably decline because the matter needed to be decided on by somebody higher up in the clan. Thought that would be the case, which works pretty well as it ensures there's no easy way for them to determine it was a setup, hopefully that'll emerge over time.

Well in Sir Guidos L5R game I call em dead. Cuz he killed them, cuz he's a mean mean man, and doesn't want my samurai to know what love is. But I'm not bitter. In my life there's been heartache, there's been pain. But I don't know if I could actually face that again...

I'm not sure on the mechanics side, but socially, it depends on the ranks of those involved. A samurai isn't supposed to challenge someone who's social rank is higher than their's, and if they are so boorish as to acutally do it, the higher ranked individual isn't obligated to even acknowledge that it happened. Jade Strike first, ask questions later. If you've nothing to hide.... ^.^
