Took 3 hours and I died twice.
I think I'm gonna roll up another one just to get good at it....
So the real question I have, why do you not always want to be a scout?
What did I miss?

As I recall, Scouts get all the cool skills, but I think they die more often.
In the old rules, when you die, you start over.
It's a decision point when you choose your career.
You're balancing a better skill selection with a reduced chance to get a character out of chargen alive.

I'm correct in that the player gets to choose the branch of service they want to attempt first?

Generally yes.
I want to say there are at least some that have a prerequisite of some sort.
And of course you have to make the enlistment roll.
