During char gen, can a char switch specializations within a career from one term to another, or do then have to leave the career and reenlist to switch specializations?

I think an argument could be made either way for that and wouldn't fault a GM that would rule one way or the other. (Although I doubt I would count specializations as extra careers for purposes of qualification DMs.)
The only thing I can think of in RAW that applies is on page 5 of the core rule book. They have a little checklist in gray that walks you through the steps. Step 5 is where you pick a specialization, and Step 11 says to go back to 5 rather than 6. So I would say RAW says you can switch.
Edit: The answer above assumes you're talking about Mongoose Traveller.

I had always sort of thought you *couldn't* switch... but your reasoning about about the basic rules seems pretty good, actually. Initially I assumed the answer was "no" as it seemed more logical to me. I got to thinking about it though and even if I wouldn't have found that bit on page 5 I think I'd go with "yes you can".
I looked through the list of careers in the core rule book again and I think I lean that way for the "yes and" principle. I've only run through the character gen a few times and It never really occurred to me to be switching through the specialties. If someone wants to do it I think there's a chance there for a bit of further character development. I'm too lazy to look through the careers in the supplement books for this, but I suppose there may be some exception cases where it's just too weird.
Disclaimer: While I'm rather eager to play this game, I have yet to do so. A question comes to my mind: Why did you switch specialties? As a GM I'd be tempted to tell the player to roll up a life event as a possible explanation or inspiration of the specialty change. Just a stray thought.

In High Guard the example chargen switches both specialties and careers. He rolls entry to switch to a different naval career but just declares he's changing specialties - no roll required.

Indeed, the example character creation in the Traveller core rulebook changes specializations from term to term within the same career as well.
