I've never played the game, but I've been asked to make a map for it. Can anyone tell me if the combat is tactical or theater of the mind?

Seriously. It can be run either way. I know some groups that drop mats and minis, and our group has always just done it free-form.

While it CAN be run 'theatre of the mind' I personally would at least ensure I describe key areas of cover when setting the scene.
The combat rules use cover, moving target and range modifiers extensively and I would not want to run it as 'stand and shoot' - it would get very deadly very fast.
I'd want a scrawled layout on a scrap of paper at the very least.

We've never had any real problem using all those rules without a map. Now, sometimes, we'll scetch something real basic out, but more often than not we don't bother.
"Is there any cover?" "Sure, there's a stack of metal packing crates that would give you cover from the guards."
Althought, I'll admit that I am a tidge more partial to the stand and shoot model as I play trolls and dice REALLY like me. Think of me as the anti-Stork... Unless it's 4e... ^.^

I will say that the rules don't specify any grid or hex map as the basis for combat - it's all distances in metres.
Specifically for a combat/area map this means you don't need minis or a grid - just interesting locations with some 'tactical features' like cover etc. Maybe a scale as well in case that becomes important.

Being an American who grew up in continental Europe, I am far more comfortable with the metric system than this silly fractional thing my fellow countrymen seem enamored with. Meters make sense to me.
Funny story: I found two different measuring tapes that have both scales on them at my local home improvement store. I was awestruck and had to buy both immediately.
Back to topic, I am thinking a descriptive map, blueprint/design style including furniture placement, would be sufficient for the game.

Corporate offices... are they all skyscrapers or are there any sub-urban, low, wide buildings like today?

You could easily incorporate all of the above. It's not so far-future that things have built up to Dredd/Bladrunner levels. There's still plenty of rural areas in the world, and spaces in-between.
Ours is set in Detroit, which in a brilliant reversal of modern-day reality, has become one of the safest cities in the UCAS, with some of the most terrible urban wastes outside it's walls.

Not only would it inform combat, but it would be a fantastic prop to get hold of as part of the pre-run legwork.

Not to be a big ol' shill or anything, but have you looked at Fabled Environments' materials? They make maps, mostly for modern building, mostly in blueprint style (since they have those architectural day jobs and all).

The last game of the previous short run I played in merited a very rough sketching of locations of things as we were deep in a science facility we weren't supposed to be in, and it was important to know we were on the side of the room with the MacGuffin, not the cyberzombies.
Blueprints as mentioned above would be, on average, incredibly game-appropriate and awesome. If you come up with something yourself that you'd be willing to share, please do so.
