I've contended for years that the concept of Cthulhu Mythos was a style and could be applied to almost any game. While the CoC system is tailored to doing games in the classic Lovecraft style, the sheer number of systems that use the mythos shows how compelling a style it is. Is Delta Green a subgenera of the Cthulhu Mythos (canonically, yes) OR is it a sub Genera of "Modern" settings?
This is equally true for many styles. Thus we see Star Wars traveller, and "Savageings" of many styles. Then there is GURPS... In the old days, we hacked and bent and house ruled AD&D with Boot hill, Gamma World/mod. S3, Top Secret and anything else we could steal a chart or mechanic from. Now the graph has two axis System AND Style.

The game as a whole I see as a stew, and setting vs system are a core part of that stew. The setting, that's the main ingredients, the meat, vegetables, etcs, the real stuff the stew is about. The stuff ur players are gunna chew and think on, because they are most obvious and prevalent, this is how most people IMO pick their "stew" (fantasy/scifi/horror/etc). And the system, that my friends would be the broth, there's a lot of work that goes into a good broth and without those base, primal flavors to frame the stew around it would just be boiled meat in some hot water. Then everything else are the spices and random extra ingredients. I don't think either system or setting are more important, rather they are 2 sides to the same delicious savory, meaty, juicy delicious coin. Well, godamn now I'm stuck thinking about stew, I'm gunna go find my crockpot. . . .
