Since this thread came to be, I got deeply into Attack on Titan. About half way through it at this point. It is rather amazing.

OVA would be my first choice Tokyo Brain Pop would be my second
Golden Sky Stories and Whispering Road are good but their flavor isn't quite what you're looking for.

Big Eyes Small Mouth (rev. 2nd Ed. - and only this) is all the anime-rpg you need.
2nd ed because Tri-Stat was a fantastically elegant rules system, that then went the way of the dodo with D20, Guardians of Order going under.. etc etc.
Tri-Stat is basically GURPS for people who hate math, and it's super easy to pick up. [So's GURPS, this is just even easier and an ideal 'gateway RPG']

Even LATER to the party but I'm going to throw my vote in for OVA. Flexible, solid mechanics and, imho, newbie friendly. I backed the revised edition on KS and am very happy with the end product.

BESM is -the- definitive anime role playing system. 2nd Edition is fast, easy to learn, and adaptable to pretty much any concept. They later released all the supplemental material and system for free under the name Tri-Stat DX. I've still got my copies of 1st and 2nd Editions and routinely use it to play online games over mIRC.
If you aim to GM them, it might be a good idea to watch an episode or two or whatever titles they want to emulate, as anime, despite similar aesthetics visually, are completely different narrative to narrative. Plus, there's some good watching to be had for the better stuff. But ya'll probably already know that much.

I would also give Tenra Bansho Zero (TBZ) a look. This game is totally Anime style but more in line with the Final Fantasy style of game. There are a lot of interesting elements of the game but there is a great little bit that gives you a matrix you roll on to establish character relationships. If you are going for a Attack on Titan type game it would be a good choice as well.

Tenra Bansho Zero is fascinating to me in the way that it formalizes a lot of the social aspects. I'm still trying to wrap my mind around some of that stuff, but it makes me want to play it. Also, the stuff about being a considerate player/GM and just being a good guest/host in general is really nice to see outlined in the book. Hand it to Japanese gamers to incorporate being gracious into the rulebook!
