Given White Wolf's track record with new editions, I doubt V4 will be some kind of 3e-to4e-D&D paradigm shift. It most likely will be mainly lore updates with some rules tweaks.

It's not the same as needing GMC and the core book from NWOD. You're right. But what you said was, "a system that doesn't grow or improve"; those supplements greatly improve the V20 system by expanding on it.

It most likely will be mainly lore updates with some rules tweaks. I thought that's pretty much what they said it was going to be; it's continuing the Masquerade line past Gehenna, but the core system should be - short of minor tweaks - what's in the revised 3rd edition and V20.

So I know this is an old post but I just looked through my Requiem 2E book and its completely playable without GMC or CHronicles of Darkness. Some of the rules are compressed in places, like giving some basic rules for Tilts (which are optional anyway) and not giving each skill and Attribute its own short story. The references to the blue line book are just a more in depth look at certain rules, many of which are optional even there.
