Point of order, tactics are specific methods of engagement and strategies are plans for how to achieve your goals. Tactics involves things such as making snap shots while the strategy would be to find the best cover and fire down upon the enemy for your superior position (as in this case the enemy is forced to aggress you to accomplish their aims). Tactics are tools used on the small scale while strategy is the plan used for the large scale.
Translating this to other areas could mean your strategy for being CEO is to impress the board of directors while sabotaging your rivals. Thus throwing a party could by a good tactic for impressing the board. Hiring a thug to slash your rivals tires so they miss the board meeting would be a tactic as well.
As far as being a dirty GM goes, this vastly depends on the game in question. Games with strong death spiral mechanics often make that bounce back rather hard to accomplish. So getting beaten up just means you are more likely to be beat up in the future. The reason why FATE works so well in this niche is that getting beaten up drives up your fate economy in a lot of cases. Thus you may be worse off in a broad sense, but you are now armed with the plot cannon of fate points. Most engines doen't run this way.

If you want a good read on how to run combats (since I'm translating every time you say tactics because I know what you actually are saying), you should have AngryGM on. He wrote some really cool articles and how to make solo encounters and the like interesting by taking his que from video games.

I met John Wick at Strategicon. He doesn't strike me as a dick, but he does strike me as shy, which could easily be misinterpreted as that.
