It is good. Only ONE problem with it: the number of green dice is determined by the higer of the skill or characteristic, while the upgrades are determined by the lower.

I thought the Characteristic value determines the number of green dice and the number of Skill Ranks determines the number of upgrades, regardless of which one is higher.
If the Skill Rank is greater than the Characteristic, then you add and upgrade additional dice depending on the difference. For example, if Agility (Characteristic) is 3 and you have 5 Skill Ranks in Ranged (Light), you start with 3 green dice, upgrade each of those to a yellow, then because you have 2 "upgrades" left over, you add a green die (for the first remaining upgrade) then upgrade that green die to a yellow (for the last remaining upgrade). 4 yellow dice total; different from the 3 yellow and 2 green dice that would result from starting with the higher of the two.
Am I correct, or does this only apply to temporary modifiers of dice pools? ... like utilizing Destiny Tokens, previously rolled Triumphs, and the like.
To think of the example thematically, I like the notion of starting with the Characteristic and upgrading the number of Skill Ranks and not just using them interchangeably (ie whichever one is highest).
Characteristics and Skills represent two different things: innate talent and amount of dedicated practice/experience, respectively. There should be a difference between one who is just generally more agile and dexterous who's had a decent amount of training with a gun [Agility: 5, Ranged (Light): 3 ... resulting in a pool of 2 green, 3 yellow] and another who isn't as nimble and swift and coordinated but doesn't let a day go by without spending some time at the shooting range [Agility: 3, Ranged (Light): 5 ... a dice pool of 4 yellow]. While the difference between the two pools is 2 green versus 1 yellow, a subtle difference perhaps, I find it cool and worth acknowledging. The gifted individual is slightly more reliable in doing well consistently, where the practiced character has a greater chance of epic successes (from the Triumph on the yellow die) when she does connect - somewhat less often than the gifted shooter.

From my recollection (which may be flawed), green dice are determined by the higher, and the lower number determines upgrades to yellow. Yup, you are right. Quoting from p6 of the EotE beginners set: 'The player compares his ranks of skill training and the linked characteristic's rating. The higher value between the two determines how many Ability dice are added to skill check's dice pool. Then the player upgrades a number of those ability dice into proficiency dice based on the lower of the two values."
