Thanks for the great tips, everyone.
Now I have some cool and some silly ideas.
Can I get some sad ideas as well, that convey the crushing despair of living in a dystopian society? Like a self-report card, when you notice that you accidentally broke a rule, or suicide pills for when you are captured.

Maybe every guard is tattooed with the government's essential commandments, or maybe they're tattooed with some symbolism/design that represents the government; whenever you look at your comrades, your government looks back. This would force the population and the city watch to see the government when they look at the watch, not the individual people behind the watch. And since it's a tattoo, they can never take it off, and they may never be trusted by rebels.
Maybe they get magic amulets/something wearable that makes an alarm/irritating ringing/etc. when you experience sympathy for someone you're oppressing? Dunno what system you're running, but deceiving this item (i.e. concealing your sympathy) could require a will save/check, lying roll, etc. You could also give your players XP or a bennie or something for proactively admitting sympathy and submitting to the check.
Also, what system are you running in?

A ubiquitous Big Brother figure - constant reminders that s/he/it it always 'Watching You'. Also draw some imagery from the likes of Metropolis (the movie not Superman's adopted city) and 'Brazil' (the movie not the place). To be truly Orwellian you'll need a Prole sector - where the proles/workers live a separate type existence: equally crushing but more morally lax than that of Party Officials (bureaucrats/white collar class). Big brothers eye tattooed on their brow, whenever you look at a friend or a mirror, big brother looks at you. I like that idea lol
