Is Steel Magnolia a manifestation of the Psi-Sword? If so activating that is a Free Action. This does NOT require a Psionics roll or ISP.
Is the Flaming property of the sword a trapping from the Smite power? If so this is also a free action, however this would require a successful Psionics roll and the appropriate ISP.
If the sword is a physical TW device then she must use an action to draw. Activating the Flaming would also again require use of ISP and a Psionics roll at -2 for the Multi-Action Penalty. If she chose to attack in the same round the penalty to both rolls would be -4.
If the sword is an Ordinary Sword she is applying the Smite power to, then it wold still require the roll to Activate and the ISP, but the Smite action would be free leaving her with an attack penalty -2 for having drawn the weapon. The Psionics roll would be unaffected due to the free action and similarly not affect the attack roll.
