Making a combat hard can be as simple as increasing numbers (either of enemies or their stats). What might be more interesting is if there is some kind of complication to the whole thing. Maybe said unicorn won’t attack him, but instead threaten a feud if he doesn’t turn the kid over. Make it clear there are stakes for his family and clan if he doesn’t turn the kid over to them (maybe the Unicorn will seek to stop supplies from flowing to the wall).

Well yeah that's always an option but he specifically mentioned a fight so I gave him a good one with fun interesting options.

If you want to broaden your L5R, as has been mentioned in another forum, Kaze No Shiro has an archive of all of the lore over the years from the jump. You can find some interesting ideas in there. I believe they also have links to some Challenge/Focus/Strike archives

Let me explain. No, that take too long, let me sum up.
Adventurers are deputies to very old emerald magistrate in a city run by an Imperial Governor but divided into Unicorn, Lion, and Scorpion sections. Pre-teen unicorn child may have summoned an Oni not realizing what he was doing was actually going to summon an oni (the book was written in such a way to disguise its true nature of Maho teachings to the casual observer). He wanted to know what was in the book that caused his mother to neglect him and his father so much (she was Maho). Dad died in the Oni attack. Child eventually confessed it was mom's book (this was the crux of the previous two adventures). Mom got executed. PCs and their modern sensibilities made impassioned pleas to not kill the child. They role played the hell out of it. They also rolled against my insanely high target number and got it. Governor determined that child would live in a monastery and be forever vigilant against possible taint.
OK, it was more nuanced than what I am writing here. Summary does not do it justice but hey I write with what time I have.
Anyway, Oni damage was to unicorn area. Unicorn court member (and also part of a maho cell) has influence over many members of the unicorn. She has been whispering in the ears of some that true justice must be had, that this is a Unicorn matter, and the child should not live.
Some very hot blooded unicorn samurai went galloping off after the PCs (who are on foot) to bring about the death of this child.
I am trying to figure out the conflict and potential ways it could be resolved either in a violent way or maybe even with threats that could cause trouble for the city.
That's where I am.

Here's my thoughts: let the Unicorn posse up. Let them ride hard after the PCs escorting the child to the monastery. Let the party know the Unicorn are riding after them. People don't think about the ability the Unicorn have in court. They're clever, and crafty. They survived as outsiders in other countries for hundreds of years and brought those teachings into their ways. Know what I think they've figured out? It's easier to get forgiveness than permission. Let the hot-headed Unicorn ride the party down and (attempt) to kill them. Diplomatically, I'm sure the Unicorn will argue that a rogue element acted seperately and unaided in this endeavor. After all, is not honorable revenge and duty to one's ancestors and family the pinnacle of Rokugani culture? In a way, it's like marrying a Western movie to the tale of the 47 Ronin. I also suspect that they could argue that the Governor is in a position to contradict Imperial law. You have testimony (and apparently confession from the teen) that the teen used maho. Yes, it was their mother's, but they were the one who actually did the summoning without knowing it. Using maho is an offense punishable by death. I highly recommend checking out City of Stories (from City of Lies) - it has the actual charter for Imperial Magistrates and spells out their duties etc. Anyway, my play, as the Unicorn would be to attempt to lynch the child. I'd attempt to get the party to hand the child over and if need be take it by force and hide the PC bodies. Kill the kid. And when and if it comes up in court, I play the 'simple barbarian lawyer' card, with the argument that the governor doesn't have the right to deny samurai their vengance (as a spiritual right) and that the governor doesn't have the standing to undermine letting a KNOWN and PROVEN maho user leave under Imperial law. Only the Emerald Champion, as basically the Rokugani Supreme Court, would do so, and he'd certainly not go against a thousand years of ruling from Hantei Emperors for this. Failing that, if I were the Unicorn, I'd start moving in as a turf war. One way or another, they will have their revenge. Alot of wars end up starting due to someone's ally having someone's back. EDIT: I see the party members are serving the Emerald Magistrate. I'd have the Unicorn claim they want to take the child into custody - for safe keeping - while they appeal the decision from a higher Glory magistrate. Since the party has left, let the Unicorn bluff and say the paperwork is already in process and that the party's master has requested they turn the child over. Any deception you think would work. ... not to screw the party over, mind you, but as a way to show more of what can go wrong in this kind of legal setting. Your mileage may vary
