Maybe it seems like a cop out, but I always handwaved it and said vampires see nearly as well at night as humans do in daylight. It's only when it's pitch black that problems arise. I'm also not such a huge jerk of a storyteller like some I've had that even someone using a lighter on a cigarette causes Rotschreck.
Sometimes you have to ignore the science. I mean, if the only bodily fluid vampires had was blood, they wouldn't be anywhere near as sexy as Masquerade tries to make them. Your saliva, intraocular fluid, mucus, ear wax all suddenly become blood and you're a walking masquerade violation. So instead you ignore the science for the sake of fun.

Also, I was thinking if everyone has a penalty, why bother with it?

Also, I was thinking if everyone has a penalty, why bother with it? Yeah, unless someones playing a ghoul, it's always going to take place at night because...vampires. If everyone has it, then it's the norm anyway.

Which is cause to roll one's eyes at the game, not to give everyone penalties. All White Wolf games (and Onyx Path, since they're really the same thing) tend to be a mess of stupid if you scratch too far below the surface, so it's best to just ... not.

To make long range attack relevant To make stealth in shadows relevant To show people hardly go out at night during that time for that very reason, vampire need to break in to feed if it's late at night To make survival skill (direction) relevant To show Middle Ages vampire had a different life than modern vampire so does humans To make star lights and Moonlight important

Actually, Onyx Path finally fixed the problem of vampires needing special powers or Merits to function in the dark in Requiem 2nd edition. In that one, vampires can function normally in dark environments through a combination of good night vision and more highly attuned other senses, like hearing, smelling and sensing air currents. Oh, and they can smell blood too, boy do they ever smell blood! I feel like Vampire the Requiem 2nd edition is the first of the White Wolf/Onyx Path Vampire games that actually makes vampires look like genuinely scary predators. They can literally smell your blood and hear your breath and heartbeat from yards away and use that to track you. And they ALL have those abilities, they don't need to buy any special powers to do that.
