We've decided upon Seattle, WA, USA for the city creation this time around. Themes and Threats frame the kinds of problems that PCs are likely to run into during the course of the game. Themes are long-term problems that have been around for a while. Threats are new problems that have just begun or are just beginning. We'll need three or so total. From the book: "A city's theme is a statement about something that recurs in the stories we tell about a city." An example theme from the book for Baltimore is "The tourist veneer masks the blight." Another is "This town doesn't know what it wants to be." On threats: "...a city's threat is a person, monster, group, or even a condition or circumstances that makes (or wants to make) life in the city worse for the mortal occupants." An example threat for Baltimore is "We're looking into the Abyss, and it's looking back." So, you can see these don't have to be super-specific. The ideas will get fleshed out through the rest of city development.

I didn't know that Seattle had an extensive underground... I like the idea that something could have been buried during the reconstruction, and maybe it's not staying quiet.

I didn't know that Seattle had an extensive underground... I like the idea that something could have been buried during the reconstruction, and maybe it's not staying quiet. In relation to this, looking through the city's history it seems to re-invent itself pretty regularly. So, perhaps a theme like: The new builds itself on the bones of the old.

Ditto. Maybe there could be really old fae court pact that states Winter gets the weather (constantly grey and mopey; completely based on stereotype as I know nothing of actual Seattle weather) while Summer gets the social scene (always changing, producing new fads, etc)?

Here's what we've got:
Theme: This place is trendier than it admits. Theme: The new builds itself on the bones of the old. Theme: City Shared by Two Threat: Creature tourist spot.
Now we need to consider what factions, supernatural and mundane, are present and active in the city. These should relate to the themes and threats. The book offers a few ways to think about this:
Who wants to maintain the Status Quo? Who is invested in the way things are in the city, and wants to maintain it as-is?
Who wants to rock the boat? Who's trying to change things? Maybe they're looking to increase their own power, or take down another faction.
What mortals are 'in the know'? Not all mortals in the city will be unaware of the supernatural. Parts of the police department, religious organizations, organized crime syndicates, or possibly immigrant groups may have some level of awareness of or involvement with the supernatural.
Who's in the supernatural community? What large factions are active? What is the local community like?
We've already had one suggestion about the fae community and their relationship to the city. Who else is there?

I'd say one of the vampiric courts would want to keep the status quo. Seattle is a place where your average vampire would fit in easily. I could see a group of native spirits wanting to rock the boat and return things back to the times before the white man, and the monsters he brought with him, took over their world.

I'm liking the idea that the local church is actually involved with the vampires in keeping the the status quu running. The vampires occasionally throw the church it's troublemakers to make them look good, and the church looks the other way on some of their activities.

Here's a question: how far along the timeline are we? As in, the Dresden rule book does not include the events from the most recent 2-3 novels. Do we stick with that, or do we use the whole timeline from all the currently published novels (up through Ghost Story)?
