My wife is playing a character she wanted to port over from 3.0 D&D and it's a Dwarf Fighter. She built her character to be a great 2-weapon fighter, but she is only first level. Now that the Ambidexterity feat is gone, is -2/-2 really the best she can do with her feats to fight with two weapons. She is pretty pissy about having penalties, and I want her to hve fun, but not to break the game with old rules that were likely removed for power reasons.

So after researching, it looks like ambidextarity and two-weapon fighting were merged...new question, should the strength modifier be halved on the attack roll with an off hand weapon or just on the damage roll>? It seems like that may have changed, and you only halve it for damage.

So, BAB +1, Strength 16 (+3), and two-weapon fighting.
ATtack bonus to hit with each attack: +2/+2 or +2/+0 ?
Damage would be 1dX+3/1dX+1 but is the attack bonus effected as well?

You only halve the Strength damage bonus on the off-hand weapon strike, not the attack bonus.
In your example above, the attack bonus would be +2/+2, and damage would be 1dX+3/1dX+1.
