Still cracks me up that those kinds of pillows/toys were designed that way for a cheaper tariff classification.

Tariff rules are different for all kinds of products. For example, toys are taxed less than pillows. (Why? Probably some lobbyists for one industry have been more successful than the other.) So if someone can create a pillow that can be declared a toy then you can land on the lower rate. I enjoy the Planet Money podcast and when I listened to the episode linked below I had a small surprise: "Hey, they're talking about that silly stuffed penguin / pillow my kid just got." www.npr.org/blogs/money/2011/01/26/133120017/the-friday-podcast-a-meat-grinder-for-fabricThey started getting into the pillow thing at about 18 minutes in.

It is a constant battle with customs (now Dept. of Homeland Sec.) to get it right. The .pdf file I use to determine HTC classifications is over 3000 pages, and the rate you get charged varies dramatically with how you can get it classified. Never try to import bearings - they can charge you extra fees up to ten years after you complete the import. Sorry.... ranting.
