New dark fantasy game, looking for ideas.

Hello all,
I am beginning a new campaign set in a dark ages setting. Low magic, black powder... Think Van Helsing, Brotherhood of the Wolf, Grimm Bros.
Savage Worlds Rules
The setting:
Carpathia: 1000 AD.
The longer days and warm weather bring happiness to the land after the long winter that saw large portions of Brasov burn in the Gypsy riots.
Starting in 995 Drago 13th began to up production in his smelting plants, creating his war machine. As this work drew many Carpathians from the farms to the city, gypsies especially who loved the prospect of short term high wage jobs.
The conditions in the factories were appalling at best, most workers accepted this, gypsies love of freedom found the conditions too confining and began demanding better working conditions. This led to the expulsion of gypsies from the work force and began tensions between the Drago regime and the wanderers.
Tensions led to laws and by 997 gypsies were being targeted by Dragos forces. Gypsies were routinely arrested for little or no offense, often without trials or worse. Drago's aim was to squash anything he saw as a threat to his rule. Even at the expense of breaking a legendary pact between Drago 1st and the Gypsies.
998 and 999 saw an upswing in arrests and tensions, and by this time most gypsies had left Carpathia, throwing curses at Drago and the land on their way out. By this time, many gypsy factions had descended upon Brasov, all looking for revenge. Riots and crime defined the summer of 999 that led into what is known as the black winter. Byzantine ships appeared on the horizon and blockaded any food or supplies from entering the fortress. The Byzantines were seemingly backing the rebellion.
The winter was a beautiful contrast of cold blue skies, white snow and glowing fires consuming entire neighborhoods, leaving ashen soot on the pristine snow.
Eventually rioters made it into the fortress, what else transpired is unknown. There was bloodshed for three days, and suppousidly Drago 13th was killed. This led to a peace agreement brokered by the Byzantines, going back to the ancient oaths agreed upon when Drago 1st ascended the throne. Drago 13ths young bride was allowed to keep the throne, as her beauty and Carpathian heritage was something of local legend.
It is now early summer 1000, a new day is descending upon Carpathia. A fragile new ruler trying to resurrect Brasov from one of it's saddest chapters. The populous is hopeful, the city comes alive again. Beneath this are unresolved conflicts and many factions with their own vision of Carpathia...
The Characters:
1. Male: "gypsy" with psychic powers/ mystic. His family arrested and missing since the riots. Has "visions"
2. Female: (sister to #1) knife thrower, herbalist, salve, poison maker
3. Male: Major Wanted (anti government "terrorist" from riots), arcane skills, beast master, pet wolf
4. Male: Horseman, cousin to #1/2. War buddy with #3.
5. Male: Acrobat, juggler, knife thrower. Heroic hinderance.
There are 4 more players
2 are assumed to be fighters (Brotherhood of the wolf style)
One Player is pitching a "vagrant"
One (female) usually makes hunter/ leader types
I would like to incorporate the after effects of the war as much as possible... Fragile hope theme.
I have some ideas and plot hooks, just looking for other suggestions. I would like the party to have to make moral decisions, while dodging the major wanted hinderance, and looking for lost/ missing family.
