New to DMing Need some Ideas

Hey All new to the forum and new to DMing and looking for some ideas. I'm running this as a backup game for my group when the main DM wants a break. We're running the game in DnD 4e so don't hold that against me. Also sorry if this is to long.
I've got a party of a human bard with a criminal background trying to take advantage of the local lord. A thri-kreen ranger trying to negotiate help from the fort for his people against the kobold tribe they are a war with. A Pixie swordmage reflavored as a golumn construct type character whose been inactive for centuries. And a human artificer who was found in a ruin with some magic items, no real memories and is being played as a sort of crazy forgetful unaware type.
We've got a homebrew world thats low in magic and heraldry in which the party started in a frontier town/fort where the local noble and garrison leader don't get along and the dwarfs have been smuggling supplies in and out of the town through a cave connected to their warehouse.
My game is set in the same world as the main game but thousands of years before, and I'm building this up as how the dragon born came into existence and took over their homeland.
First session the group stumbled upon the dwarven smuggling and got the lead dwarf arrested. Next session they helped the thri kreen take out a kobold nest as a side quest as we were missing a player and i didn't want him to miss the big bads i wanted to introduce. While they were doing this the Dwarf leader faked his death and left town with the rest of the dwarfs. After the party gets back they find the dwarfs log book and discover the dwarfs were after an old dwarven ruin in search of secrets and powerful artifacts lost to time. The garrison will also have left town in order to run their long patrol which will last several weeks.
This leads us up to present time. My guess is the party is going to go find a ruin in search of loot. I plan to introduce the two big bads in this trip. The first will be a dragon sealed in stasis inside the main chamber of the dwarven ruin. Hes been using his magic from inside his sleep to transform the kobolds into dragonborn. He'll have no interest in fighting the party just in escaping the tomb and bringing his creations to power. The dragon will also burn the fort shortly after the party returns.
The other will be a small hand puppet or doll that can possess people. The plan for this is to first introduce it as just a toy of a small girl its possessed and hopefully have the party actually defend the puppet, later have it start killing some refugees and the party kill the possessed person with the doll on its hand not realizing it was actually the doll in control.
Plan after this is a bit open up the puppet will eventually take over the king and all his forces. Hopefully i can get the party to start recruiting forces for the puppet thinking they will be used to fight the dragon but they may go after the dwarves or back to the thri kreen. My hopeful end goal is for the party to make a deal with the dragon to destroy the puppet while forcing all of the humans off the island.
What I need help with is coming up with some ideas for introducing some personal quests for the players. The Thri Kreen player should be pretty easy as we've already visited them. For the bard they could come across his former associates as either pirates or in the capitol but i'm not sure on how to approach the interaction.
For the other two I really have no idea as their character concepts are no where near what I was expecting.
