Everybody and their dog posted that Peter Capaldi is the current "favorite" among bookies... I wouldn't mind that.
But if it's not him I suspect that it's somebody I've never heard of.

Helen Mirren has stated in an interview or two said she'd acctually like to do it.
But I vote for Emma Thompson.
If it has to be a guy, and since its probably beneath Gary Oldman, how about Robert Carlyle, with Simon Peg as a close runner up.

For those of you who don't recognize the name, Bill Bailey is the guy who played the guy in command of the soldiers on the planet with all the trees in the Christmas special "The Doctor, the Widow, and the Wardrobe".
He also played Tim's boss at Fantasy Bazaar comic book shop on "Spaced". Which would make him becoming the Doctor pretty funny considering that over the door to his office in the comic book shop was the police public call box sign.
