Vampire: the Requiem -- set in San Diego

San Diego is a city I am very familiar with, and I am planning on setting a V:TR Game there.
Some aspects, besides making this a darker grimy setting, are very intruiging
Primarily, though travel in the World of Darkness is difficult, due to the proximity to other large cities (LA is 2 hrs away and even Phoenix is only 5-6 Hours away) as well as the city just over the border Tijuana makes San Diego poised to be a jewel fought over and desired by Kindred all over the region.
The Prince is Alonzo Horton, a Ventrue who has made back the wealth he lost before his "birth" as a vampire over 100 years ago. I'm thinking to make his covenant Invictus, so that he is willing to do whatever it takes to maintain his semblance of control...
The players will begin the game as very recently born, within a week or a month of becoming Vampires in Los Angeles -- they are exiled to San Diego, ripped from their Sires and must strike out on their own.
Do they choose to follow the Prince and help him secure his city from incursions on all sides? Do they join with the emerging Carthian movement to usurp control?
Or do they do something all-together different?
I'm having trouble thinking of reasons WHY they'd be exiled (its something they wouldn't need to know as players, and something the LA Vamps would have kept from them) -- and maybe they're just pawns being used by the leaders in LA to extend their territory.
Or am I thinking too much into the backstory here? lol
And what reason, if any, would keep the players and NPCs on the US side of the border, besides GM fiat?
Is it too much to have Carthians, LA interests and the SD Prince/Regents all thrown in there, or is that something I allow them to discern on their own, slowly?
