This is my idea for a fantasy setting campaign
The players find themselves at the center of a small town. There is one main road leading in and out of town. Just outside of town is a mountain containing a dungeon, believed by the townsfolk as endless. The town is dotted with a handful of guilds, each of which has different intentions for this dungeon.
It is fabled that at the bottom of the dungeon is a powerful artifact. No ones knows exactly what the artifact is or what it does.
Some of the guilds include a group of dwarfs who claim the dungeon as theirs so they tax anyone going in and out of it.
Another guild is a holy group who believe the artifact is something containing trapped demons.
A third guild is a the guards that protect the king and his castle. They don't like the dwarfs since they feel the dungeon is theirs since they build their castle there.
Another guild is a group of thieves and the like just trying to make some gold off of the riches in the dungeon. They also happen to know of a back door that gets them past the dwarfs.
The adventure begins with the death of the king. Now the guilds want to take over the town and call it theirs.
Unknown to the players, word of the kings death reached a neighboring town and they want to take over this town as well.
This campaign allows the players to decide if they want to role play or roll play. The dungeon provides the combat while the town is filled with role playing opportunities.
What do you guys think?

Intriguing. Create a GIANT random encounter table with lots of non-humanoid monsters for all the previewsly cleaned out dungeon levels. Maybe even put some other groups of adventurers on the list, they could've been send by the other city, or they just heard about some treasure to be found.

What I was thinking was at every 5-10 levels the dwarfs would move down and keep the monsters from coming up creating a safe zone and a place to buy and sell stuff. My initial idea was that previous adventurers already made it about 10-20 levels down and the PC's could take over from where they left off/died.

So the guilds would stand right behind the adventurers, so to speak, ready to settle in every little corner that got cleaned out. You could then create little communities (sprawls) inside the mountain where people start working (mining, agriculture...) & live. And then at some point, this might become a giant underground mega-city. The communities might be in need of "pest control" from time to time. And i wouldn't leave clean but not yet populated areas categorically uninhabited.

Maybe the PC's or NPC's uncover an underground city that's been right under their feet.

Some questions to help flesh out the idea who built the dungeon? How did it get their? Are there any intelligent creatures living in the lower levels? What supports the life in dungeon? Is this a volcanic mountain, glacier, or magic? If the dwarfs van make a safe zone, why don't they continue expanding further into the mountain? If there is random treasure in the dungeon, how did it get there? Where did the legend of this artifact start? Has anyone seen it? When did adventurers start clearing the dungeon if it's only got to level 10? Whats the lethality rate of the dungeon? Did any adventures stick around? How do they find out about this dungeon? Is this dungeon the only trade in the town? Do monsters from the dungeon ever raid the town?
