A new clan can only be officially recognised by the Emperor, unless they are planning to follow the example of the Spider Clan, which would make for a cracking game! Of course, no clan even slightly associated with Maho would be granted Minor Clan status (unless they like the Colonies) so in order to achieve plot two, they have to deal with plot one. That's how I'd go about it. Probably.

This is what I saw in my mind's eye when the Oak clan logo was brought up... Mind if I use this? Of course I don't mind!

An answer of 'fuck off nitpicky L5R guy,' is perfectly acceptable, but is there a story reason behind a clan being named after something that isn't an animal?
On a side note, the mon looks really cool.

Not really. I don't remember when I came up with oak. I don't remember if it was at the table or during prep.
My guess it was at the table, which probably explains why it's not an animal...

Can't help but think of potential symbolism for the Oak given what little we know (or suspect) of the Clan from the previous game: It's branches stretch up at Tengoku (Celestrial heavens) even while its roots bury towards Jigoku (Realm of evil)

Harvest plot 1 and while doing so you have opportunity to sow plot 2 a bit on the chance you all will be up for a 3rd campaign. Who knows? While teasing Plot 2 they might bite and it becomes an awesome bear hunt.

Are the character sheet going to be put up here? I'm interested in Stork's Kitsune build. He's got Earth 4!

Of the two options I think option 1 works better in the time frame.
But also because option 2 would be incredibly difficult, and it might be seen as a step down from their current position.
A vassal family to a great clan still has great clan status, they carry the Asahina name when dealing with those not in the clan, and they bear the crane mon. Were they to be granted their own minor clan, it could very much be seen and treated as a step down in position. A minor clan representative would not Bre granted the same respect that one would grant someone from the major clans.
Perhaps an option where they seek to raise the Inukai name from vassal position, to one of the ruling families of the Crane clan could work towards some of the ideas you had in mind? It is not uncommon for families to leave other clans to join a rival clan. And Inukai families that are scattered in different vassal families, could very much do the same, to help the family as a whole elevate themselves towards the equals of the Doji, Asahina, and Kakita.
