Alright Jackers,
My group is having a VERY heated discussion (see argument) about how a samurai's stipend is figured. One of my group says it is based off of Status rank+wealth advantage X 10 on the first of the year. Another says its Insight rank +wealth X 10. Does anyone know which of these is correct? The scenario we are currently playing in is, we are administrators of a city of 50,000 people. Our governor is an EXTREME antisocial recluse. So basically we run the town with only minimal over site. But due to negligent spending on the account of the previous admins. the city is broke. But in order to figure out how much koku each of us is going to get to put towards the administration of the city, we need to get this argument settled. SOOOOOOOO, anybody know how to figure it? or have any ideas on possible solutions?
Any help would be appreciated, Thanks.

A samurai trusts his lord to provide. Why all this talk of filthy koku? Going off of that my next question would actually be who is their lord? If they're all working for the Governor then he/her may be the person who should be supplying them their stipend which will be difficult if the city is broke.

Both the Unicorn and the Mantis have commerce classes whose role it is to speak of filthy Koku, being an Ide it is my job to discuss matters of such. Although the Crane may raise their fans in horror, my Unicorn still needs the information. Besides, i did trust my lord to provide and he did. This man is my new lord and so far has only provided me with........well nothing that i truly need. If a lord is not doing his duty with honor then it is up to his samurai to ensure that the Emperor knows to find a lord who will. That is a great question whodo. From my understanding we are technically still under the "pay" of the emperor, and our pay gets doled out by the Governor (see intermediary). One of the other players did bring up a good point about the city being broke and vastly understaffed. Perhaps the Intermediary is embezzling money and its up to us to figure it out. I appreciate the feedback guys, i know this will go a long way towards ending the "discussion" and moving the game forward

Perhaps they are Imperial magistrates and as such get paid by the Emperor.

I've always played it that the amount of koku provided in your school starting outfit is what your lord deems the "proper amount" of liquid cash on hand to handle your responsibility. Like a modern corporate expense report, you tell your Daimyo how much you spent on what, he approved/disapproves, and then refills your koku to it's previous amount.
It makes taking the wealthy advantage a more worthwhile investment, and also helps break the players from the "murder hobo greedy wealth hording" mentality.

The rule of thumb used to be that your stipend payment was based on your school's starting funds. You received that amount quarterly from your Clan. (So starting koku x 4 annually, paid once every three months, from the coffers of your direct Lord.)
Characters of higher station would be paid that stipend multiplied by their full ranks in Status.
Because the Wealth Advantage modifies the character's starting funds, it was included there in all of the calculations.
Ergo a wealthy PC would get (Starting Funds + Wealth) x (Full Ranks in Status) paid four times a year.
That payment should be coming from the Samurai's direct Lord - usually the city or provincial governor in the cases of samurai of Status 3 or less, or from the coffers of the Family Daimyo in the cases of Samurai of Status 4 or more.
Governors and Daimyo themselves do not usually receive a stipend. They are responsible for the setting, collection and distribution of their local taxes, so they are expected to manage that money in place of a stipend. (Naturally, this leads some money-hungery Daimyo to over-tax their lands.)
Samurai in service to another Clan or organization (such as Emerald or Jade Magistrates) might be granted an additional stipend by the body they serve... but probably not. The fact of the matter is doing that job is a great honor, and to expect to be paid for performing that duty is ridiculous.
