1. An L5R character sheet that's a bit shorter than the main one in the rulebook.
2. Stats for bandits, maybe some samurai (stole the one out of the sample adventure) without having a to buy another book right now because they are expensive...

If you use the L5R character manager I believe the print out is a bit more efficient than the book one was. It's super handy, regardless. code.google.com/p/l5rcm/

For the bandits, presuming they are just peasants, I'd go with something like all rings at 2, maybe strength at 3 then 1 or 2 ranks of relevant skills (so probably unarmed combat, spears and maybe archery). Anything else add in as required.
For the samurai, again assuming they are just there to fight, I'd take the combat values of one of the party as a basis, add armour and a weapon plus maybe a school ability.
That's generally the approach I use with humans in L5R then I'll build up the character if they become more central to the campaign.

The Northman and whodo, thank you both. I am currently navigating around the character manager, and using the bandit advice to make NPC sheets.

No worries, if you're looking for more pre generated NPCs but don't want to pay a lot I'd recommend the short Naishou Province setting book, in addition to the general setting material it has a number of interesting characters.
The other thing I'd say is that when it comes to samurai I wouldn't worry about balancing NPCs too finely, with the way the system works small differences in skills levels are fairly subtle and while somebody with a higher skill may average higher rolls they are still beatable often enough that players don't feel like they are being unfairly challenged.

I have a 2 page word doc that you can custom fill in, thkugh with shugenja, its usually much more.
