I ran a GURPS Traveller game at September con, and GURPS is a very good system to reflect the feel of Traveller (so is Traveller, for that matter).
As far as Chargen goes, that's one of the things that I was a little disappointed when I finally got a copy of the older GURPS Traveller book. They didn't attempt to recreate Traveller's random chargen system.
They did provide a small chapter on how to convert Traveller characters to GURPS -- but that's 3rd Ed and previous specific, and would have to be treated a bit differently for 4th Ed, I think.
Personally, I think the world needs a Traveller Chargen system for GURPS. It would have to be more complicated, as GURPS characters are more complicated.
But having more opportunities for mishap rolls to gain not just enemies but psychological and social disadvantages.
And you'd have to figure out a way to factor in advantages as well.

I could see a system where you build the base character at 18 with points. then you do your first term and spends points on skills and roll for certain advantages and a possible mishap that gives you disads. repeat for a couple terms. Maybe have yearly rolls for each year of the term.

I kinda think every system could use a traveller-esque char gen option. At least those systems where character growth during play is de-emphasised (ie most storyteller systems, eclipse phase, hero, etc).
