Oh my, no. Its not like it's Spice or anything... I'd imagine it's probably mandatory within the Imperial Core, excepting the Officer Class (might explain why Stormtroopers frequently 'miss') Aaron

In my campaign there is actually a reason why Stormtrooper are so challenged. Aside from nothing very good shots, you'll notice they also tend to get hit once and fall to the ground even though they are wearing armor. Here's my reasoning:
The Empire is big. Not just big - vast. Fucking Expansive. And they have a LOT of troops to arm. That isn't cheap no matter HOW all-powerful you are, so they (like all governments) bid out to contractors to manufacture their equipment. Consider for a moment that the weapons and armor on every Stormtrooper was manufactured by the lowest bidder. Yeah. That stuff is going to meet "minimum required specifications."
In terms of game mechanics, here's what means:
Stormtroopers always take a -1DM to their weapon rolls. This could actually be much worse if the situation had the players fighting trainees. If a PC picks up a Stormtrooper blaster, they roll 1d6 and apply that number as a -DM to using the weapon because THEY ARE SHODDY PIECES OF BANTHA POODOO. Tyler and Stu's characters got to start with no negative modifier bakes the numerous years of having the same blasters allowed them to know how to use it to overcome the negative (and they are PCs) BUT they also know that if they were to try and use the other guy's weapon, they would have to roll and take the random modifier.
Stormtrooper armor has a chance to "short out" since it is slightly power assisted. Whenever a Stormtrooper is hit by a blaster (or other energy based weapon) they have 2d6. On a 2-5, the armor locks up and they fall to the ground. Its then a Battle Dress 10+ roll to hot reboot the system and get up next turn OR they wait 1d3 minutes for it to cycle itself.
