I've always struggled with making mass combat "gamey" enough to feel like strategy/luck/skill can actually have a real role. Using old Battlesystem or Warhammer Fantasy Battle rules has been cool but also makes the RP just really hard to maintain while theres a giant tabletop battle going on. In SirGuido's L5R game we used the mass combat rules and they were quick and simple enough to allow for strategy and battle and rp to happen fairly smoothly, but still a Helm's Deep or Battle for Gondor style of fight can be pretty tough to make immersion filled as well as strategically satisfying. These new rules look a lot like Battlesystem to me, but that's just at a quick skim. Nice to see all the shiny on the WotC page though!
