I'm not familiar with the source material, but based on your one-sentence summary I, too, would say Savage Worlds. That said, in all fairness, I'm in a very "over d20, loving Savage Worlds" phase right now.

A strange suggestion, but I think vanilla New World of Darkness would be a good balance between the rough and tumble of Savage Worlds and the more investigative heavy Gumshoe may possibly be a good idea. It really depends on what aspects of the game you want to run. Heck Spirit of the Century may be an interesting choice if you want to try going down the FATE route.
