Found this article on how to design supporting characters. I think it was written with books and video games in mind... but it's a natural fit for rpg's. I second Seb's contribution and recommend Johnn Four's excellent 187 page handbook: NPC Essentials. Johnn's a Canadian whose been around awhile publishing for RPGs. The book is available in PDF these days and well worth your money and time. It sits at a place of honour on my shelf among many other books of high caliber (Dungeon Alphabet, The Book of the Righteous, Slayer's Compendium, etc). It's my #1 go to and a good thought provoking read. If you'd not yet discovered it, I highly recommend it. It's system neutral and recognised within the industry with an Ennie Gold award.
