How hard would it be to make the hoodie/backpack? I never got the chance to take HomeEc back in school, so not sure about handicrafts like that...

The hoodie itself wouldn't be too difficult. In fact you could probably get a basic beige hoodie and change the sleeves for the blue, which is a little more expensive but it saves you having to mess around with the zipper. The only really challenging part of that hoodie would be the horns, they'd have to be smaller than the picture suggests or else they'd just fall down and look silly. As for the back pack, how hard it'd be depends on whether the little spikes are 2d cutouts or also rounded, 3d, like on the hood

I agree, not overly difficult.
I am basically self taught to run a sewing machine, there is a ton of How-To videos on YouTube and most fabric store will give lessons for realatively cheap. I have sold a fare amount of the costumes and cloaks I have made at Renn Faires, so it's not hard to made decent stuff.
Buying a beige hoody and a teal hoody is a great place to start!! You can pull the seam threads out with a little effort and depending on how careful you are, no damage to the fabric. Pin the sleave in place on the opposite hoody and you shuld be good to go on the machine. I like to pin at landmarks, then divide the distance between them in half and put in a new pin and keep breaking the distance down into halves until the pins are 1/2 inch to 1 inch apart at most - there shouldn't be any bunched up spots, it should all be smooth and flat - the sleeve should be right side out, but inside the inside out body..
The spikes on the hood are the harder part... you can cut cones out of 3" or 4" coushin foam and then put that inside a cone of fabric and stich it to the hood by hand, easy peasy... But the hood had nothing in it to keep it's shap and you should consider putting in a stiff interfacing and then lining the hood with a matching color... THIS is quite a bit tougher!!!
Cones for spikes hand stitched to a backpack should be easy.

Maybe, instead of hard-stuffing the head cones with actual stuffing, you could get one of those disposable cheap plastic cutting boards at the dollar store and see if mybe you could cheat the shape out of them and then stuff around it a little.

I'm more curious as to how the taunt would look. The ultimate would be harder i think, but it is doable, you'd just have to show up during an earthquake.
