OK all, I have an idea for an adventure that I have been wanting to do for a few years now. I was originally going to use straight miniatures rules, but I really wanted to role-play it rather than just roll-play it... These are the figures I have: I have six to ten white safari adventurers, about ten soldiers, a couple of officers, close to twenty African tribal warriors, three African cheiftans/shamans and about twenty African baggage bearers. My initial ideas are a Tarzan-esques Escape the Savages run for your life, an alan Quartermane City of Gold, a straight big game safari sandbox, a Mummy-esque treasure fiasco.... I like the cinematic feel of the Savage Worlds rules, but I'm open to another system if I can get the rules cheap... I'd really like some help fleshing out what I have into something I could one-shot or try to run at a con.

May I propose the other side. A bunch of cloud-skinned devils enslaved that tribe to the east and now they're coming for your ancestral temple. Thankfully you've got the spirits of your ancestors to channel and 20 of your closest warrior friends to help you out.

Yeah, I agree with greatwyrm here. Having the PCs be white adventures running from the savage black tribesmen is a potential powder keg. Especially if you run it at a con. You'd either have to really pulp it up to ridiculous levels so that anyone and everyone who saw your game would immediately know it was a satire, or flip it around and make the PCs the Africans as greatwyrm suggests.
For rules I will of course suggest the Ubiquity system by Exile Games. Their Hollow Earth Expedition line would be perfect, though they're not as cheap as Savage Worlds.

I'm not trying to make a race thing out of it. I just think it'd be fun to play the other side of the story. European adventurers vs. the savages in the jungles has been done. Proud warriors fending off what amounts to an alien invasion -- there's some room to work with that.
Another option is to have the players control both sides. Some are the adventurers, some are the natives. They have some tense roleplaying encounters as the meet. Maybe a skirmish or two. Then they have to work together against a greater threat. Mummy, Horrors of Yg, Girl Scouts, whatever. Do they find common ground? Does one side sacrifice the others to cover their own escape?

Sure, if he sets it in a fairly modern setting, then some people could reasonably get uncomfortable. But if this is set in the 30's or so, as he said Tarzan/Quartermain-esque, then it shouldn't be a problem.

I definately wasn't thinking modern day, my line of thought is more 1880's to 1940's...
If I wanted to do modern day I'd go "horror" with Idi Amin, canabalism and a "The Hills Have Eyes" sort of thing.
I like the idea of turning the table on The Man and having the players run the natives and fight against the invaders. I have Hollow Earth, but I haven't read it much because my players are more ROLL players.

You've got people who like to roll dice and no shortage of minis. I'd go Savage Worlds or SW Showdown, depending on how much time you think they want to spend on talky-bits.

I think it would work either way. I would, however, play down the "black skinned devils" aspect of it. I would go with adventurers from around the globe in Africa, but that's just my spin on it.
The one that jumped out at me was the Alan Quatermaine and the City of Gold idea.
Since I tend to build games in scenes here are four quick scenes and the purpose they serve in the game.
Scene 1: Arrival
The pc's arrive in (fill in the blank exotic sounding locale) and are greeted by their "contact" but either their contact has played them false or has been compromised somehow and a kidnap attempt ensues. (Particularly for a con game it's a good idea (imo) to have a fight pretty quickly after the start to get the players into the game.)
Scene 2: Gathering Storm
The pc's begin to find out that things are not exactly as they believed them to be and it turns out that there are rivals they did not know about. Maybe the rivals are the ones who tried to have them kidnapped or perhaps it's just a race. This is a great opportunity to introduce npc's who are foils for the pc's.
Scene 3: The Race is On
How will the pc's get to the (fill in the blank location) to claim the treasure and the glory for themselves? For that matter how will they brave the dangers they will face along the way?
Scene 4: Fight for the Prize
The rivals and the pc's show up at the same time (or just after) to lay claim to the treasure themselves and the pc's must fight to defend the treasure.
To make it even more interesting have things twist around (between scenes 3 and 4) and make it no longer about claiming the treasure and the glory but preserving it in tact and untainted.
Just a few quick ideas that popped into my head.

I honestly sort of had something similar in mind: - I have a figure that is sort of a merchant type with a fez and bushy mustache that I wanted to use as a go-between for hiring the backage carriers... - One of the figures is guy examining an artifact with a magnifying glass, one figure is a girl with a lantern, one is a guy with a shovel, etc... standard archeologist (sp?) - There are some big game hunters in there and some tropical soldier types
