Ok even though you guys have told me the one is not quite PbtA I need to ask.
I got an amazon card for $25. Do I get Blades in the Dark or Urban Shadows?

Well, that very much depends what type of game you want. Do you want something vaguely World of Darkness-esque, where players are various supernatural types interacting with factions in an urban fantasy drama? Or do you want to play Ocean's Eleven in an industrial fantasy world, where the sun never shines and ghosts are everywhere?

I have been told Blades in the Dark is not quite PbtA though I have never seen it to understand if this is true.

I wouldn't consider Blades in the Dark to be a PbtA game, though I can certainly see it's influence. That being said, the creator of Apocalypse World has explicitly stated that anyone who feels their game is PbtA is free to use the term. Both look like awesome games, though I've read more of BitD than Urban Shadows. Of course, everyone knows what PbtA game I'd suggest:

All I know is last time I mentioned Blades of the Dark here I got well, actually so I added that part at the beginning so as not to offend the cult of PbtA. If I now offended you my apologies. I am still trying to figure out which one to buy. I have no preference with setting.

I have played neither, but Gina and JiB rave about Blades in the Dark. That is one of the main reasons I am considering it. I just don’t know enough about Urban Shadows to make a good comparison. Both actually look interesting but is Urban Shadows more like a mixed World of Darkness or more Dresden Files? How involved does the gang thing get in Blades? I would just buy both but I don’t think I would get to play both for some time and for PbtA Masks is up first. That’s of my job doesn’t change to the point where I lose my group.

I think this is going to come down to which genre interests you most ericfromnj: supernatural political drama or haunted city criminal heists. From Urban Shadows: From Blades in the Dark: One difference between the two games is established setting: BitD has one while Urban Shadows does not. In BitD, you're playing in Doskvol, a haunted Victorian-era city trapped inside a wall of lightning powered by demon blood that's in perpetual night. It's malleable, but there are a number of pretty major setting assumptions. In Urban Shadows, you're either going to pick a real world city or create one with your players. It's seems a lot more flexible, setting-wise.
