From what I know of the setting, a YA focus doesn't strike me as a good match. I assume it will be told from the perspective of the humans, but you can't really embrace the tragi-comical aspect of the Empire of Man, having degenerated into a warring fundamentalist neo-feudal theocracy - which they kinda need to be, less they be torn apart by literal demons (or any other faction that prefer that man is not). Then again, YA-novels have been making bank with the concept of young plucky heroes fighting against "The Man" in (near) post-apocalyptical settings. But I don't see the appeal of "the Mocking-Jay" getting shot in the head by a zealous inquisition, nor when their hive world rebellion is nuked from orbit - and would it really be 40K of a good deed goes unpunished?
