From some Google searches, magic items seem to be unique items, with names, histories, etc.
Does a resource of these item (or the rules to make them) exist for 4th edition yet?

Magic Items are called Nemuranai and they are any normal item that is awakened usually by being with someone or around events of great honor etc. Most of the books have a few scattered thru out. I am pretty sure The Book of Air is the only one with an actual listing of different ones. and they are all air related. and a short section on what minor air Nemuranai would normally do. I do not think any of the books have gone into the crunch of putting one together yet but I could be wrong.

"Magic" items are fairly easy to do in this system if you really want them. Generally I have them grant an extra rolled die, a free raise in specific situations, grant a one time use of a specific elemental spell, etc. Definitely nothing like d&d where you have constant magic items that do fantastical things. Those are legendary type items.
The most typical magical item I've given out isn't actually given out. Once a player has hit like rank 2 or 3(been playing for a while and owned the same sword or weapon for that entire time) I allow the weapon to grant an extra rolled die on both the attack and damage rolls.
