My upcoming horror game - advice needed

Hi guys,
new to the forum, but been listing to the podcast for a few years now.
In a recent episode 9.2 or 9.3 if I remember, my mail about changing the focus of the Rippers setting from the Van Helsing style action adventure to a horror, mystery/suspense and victorian society.
The responses from the hosts were great and got me thinking about what I wanted in my game and how I would try to run a horror game.
So far I have decided the following:
- no Rippertech
- Sanity (from Horror Companion) replaces Reason
- I role Notice and Stealth checks
- Defining interests (from Realms of Cthulhu)
- Ignore the Plot Point Campaign
- No Masked Crusaders faction
- the Rippers are not a worldwide organisation, each lodge is more or less independantly run, without the knowledge of what goes on in other lodges.
- The remaining factions work more or less alone.
On the non-rules side, I have decided:
- use candles as the light source on the gaming table
- low-volume backgorund music
- descriptive weird stuff coming in from right and left
- monsters will be described visually not by name and game mechanics
Why the Rippers setting then, when I leave out that much? Well I like some of the backstory, the focus on classical monsters and the edges/hindrances are also quite good.
I have read both Cthulhu by Gaslight and Realms of Cthulhu and like them very much, however I don't like the Mythos creatures and I also want my players to be able to fight back in some capacity without it being an action game.
My players have all agreed that I make their characters, so I have made well-rounded characters.
So after this introduction, my question is this: What advice can you give me both rules wise but also on how to run a horror game?
