I've been running through some Traveller characters for kicks at work and stumbled across Tappy's character gen rules after my girlfriend complained that she wanted to start her character's career at 14. However, having completed my first run, they seem...excessive...in the number of skills available to the average 14-18 y.o. So I suggest a tweak to the system for your review and critique.
What Tappy says: Step 2: Homeworld and Background Skills As normal on page 6 of the main book.
What I suggest: Instead of gaining starting skills equal to 3 + Edu modifier, the character only starts with their Edu modifier, starting with their planet-specific skils.
If the character has more planet-specific skills than Edu modifier, they must skip a number of skill rolls equal to that imbalance.
If the character has less planet-specific skills than Edu modifier, they may choose from the Education list as normal before going to Step 3: Birth.
Example: Jake is a bright kid, with Edu +2. He comes from a Water planet, which nets him Seafaring 0. He has a spare skill choice thanks to his stellar education so he picks Admin 0 from the Education list in the Traveller core book, then goes on to Step 3: Birth as normal.
Samantha is not exactly poor in education (modifier of +0) but she comer from a Rich, High Tech world, giving her Computers 0 and Carouse 0. This puts her in 2 skill debt. In the Birth phase, she skips her first two skill rolls then resumes accumulating skills as normal.

I haven't played yet either. I did roll up a couple of characters using the book and the Tappy method. They seemed ok to me. But no play experience to base an opinion on...

I was somewhat concerned at first as well. I'm starting an online game a week from wendsday using Tappy's rules. in prep me and a couple friends sat down and rolled up a trio of characters with the system recently.
I am okay with the number of skills you get. It's important to note that background skills are at level 0 only. Other than basic traing everything else will start at level 1.
To be fair I like fairly competent PC with a variety of skills. A player might have had a +4 vorpal sword in the D&D game I recently concluded, so high power is clearly no a turn off for me.
