Where is the dividing line between yes-and-ing and charging Fate points for things like scene declarations?

I would say if it offers a mechanical advantage charge a fate point if its a flavor thing go with it.

I'd also add it's a matter of specificity and plausibility. If they walk into bar and ask if there's beer, the answer is yes. If they ask for mead or an 11% abv Imperial Russian Stout, that might require a FATE point. When they need something specifically to get around a disad (gluten free, can only drink mead) or they need something specific (getting the security guard drunk on his favorite IPA) that transcends yes and.

It would really have to stretch the limits of plausibility before I would make a player spend a Fate Point. Generally I would just have the Create an Advantage to notice what they want and assign difficulty based on how plausible the thing is.

WillH is right. For most things like noticing an item or environmental effect a skill check will usually cover it. Especially if it adds to the story/immersion.
In the past I've used rolls to notice a park bench made of iron while being chased by Fae. However I would expect to pay a fate point to notice a catholic church while being chased by black court vampires.
