In Masquerade, if a mortal ingests vitae, they become a ghoul. Requiem changed it to needing a Willpower expenditure. They can remain blood bound without needing to ingest vitae, but that first dose makes them a ghoul until it burns out.
From V20 pg 296:
A vampire may gift a mortal or animal with a dose of his vitae, allowing the mortal in question to inject or ingest it. For so long as the mortal retains the Kindred vitae in her system, she is considered a ghoul (see the Appendix, p. 496, for more on ghouls).

No, I mean. You can blood bound someone WITHOUT making them a ghoul. You need only a sip of blood (3 times) to blood bound not a full blood point.
